It would appear that more than a decade of social promotion and only recently ISTEP remediation by the k-12 administators has successfully reduced class size at the Shelbyville High School. When yound people fail repeatedly early on, they are sorely prepared to succeed in high school and dropping out seems like a good alternative to even some very able young people. It takes more than hard working teachers and aides to get the attention of young people off to the wrong start.
