OK so i don't often review restaurants but this was just beyond any experience i have ever had..
I understand it was their 2nd night open and all but this was single handedly the worst dining experience i have EVER had in all my years.

We were a party of four and we came in at 7pm on a wednesday. the restaurant was about half full. upon entering it looks like a tavern. We were escorted to the "dining room" if you could call it that, it had dingy grey carpeting and about 25 tables in a giant cold room. No decorations or even anything to break up the room. We all felt very out in the open and uncomfortabe and it was extremely loud. We got to our table and someone came with two water glasses that were plastic and set them down with no coasters and not a word, they then came back with two more and walked away, i assume this was the busser or something. After 15 minutes our server finally arrived and took our drink order, which we just had 4 waters and a coke. The coke comes out and we order appetizers, the tapas plate with mushroom salad crab ceviche and hummus, 3 cups of soup and the mussels. We then ordered our entrees after 15 minutes. One of us ordered a Shrimp salad another ordered fish tacos , i had the Buffalo burger melt and my girlfriend had the pot roast( which was somehow 22 dollars?!?( 10 dollars more expensive than the seafood dish?!)). 45 minutes after ordering our entrees our appetizers came out, all of our drinks were empty at this point and were not refilled the entire time we were there. The hummus tastes of salt and came with 5 pita chips which we asked for more. The crab ceviche was OK but was little more than canned crab meat and tomatos. The mushroom salad was vile, tasted like spoiled olive oil and canned mushrooms. The mussels were actually good and were perfectly cooked. All of our soups were room temperature at best. 1 hour 25 minutes later our entrees arrived, minus the shrimp salad. Our server obviously forgot to ring it in and made an excuse we were all just so ready to leave at this point that we asked her please dont make it. We eat some of our food which was all luke warm, my burger that was supposed to be medium rare was hockey-puck well done, the fish tacos were so heavily seassoned they were unedible, and the pot roast was cold, i mean ICE COLD. 20 minutes later the shrimp salad arrives and we said please we dont want this as we said before. They boxed it up anyways. The manager came to box our food and we politely told him our comments of our experience. All he said was "Sorry PLEASE PLEASE COME BACK!!!" He gives us our bill and we were charged for EVERYTHING, including the salad which we left there and did not want! This was an extremely unaceptable and unprofessional way of dealing with mistakes especially it being their 2nd night open. WE WILL NOT RETURN. Atmosphere was lousy, the place smelled like drywall, the food sucked and was overpriced, the service was unbelievably untrained, and the management was sloppy and frankly, rude.

I had lunch with a friend at Libations today and I think everything was great. Waitress and busser were very nice...we had the crab dip for an appetizer and it was fantastic. I had a shrimp and scallop dish which tasted much better than it actually looked. My friend had the buffalo chicken salad and she stated that it tasted very good. She actually made changes to her salad and it was no problem. Every part of our meal came in a timely manner and was hot. The decor was a little different from what I expected but I didnt let that overshadow my meal. I feel it will be a great place to hang out in the winter with friends.

Went there last week. Service needs work but it was their first week. However, the food was not up to par and was way over priced. Everything was over priced for a local tavern.$8+ for a glass of wine. Tap beer $6+

We each had 2 drinks. I had a burger and she had a salad. No appetizers. No dessert.

$75 with tip.

That won't happen twice. Should have walked out and driven to Severna Park.

this is a first for me. i never take the time out to post reviews. Anyway, my fiancÚ and i visited Libations day 2. We decided to dine at the bar. i really did not expect the place to be 100% operational and perfect. The bartender told us, it was noted on the menu, they were not fully operational and some items were not available. we had the fish and chips along with a salad with crab meat. We also had a couple of drinks. it was what i expected for a restaurant in Millersville. i would tell everyone to try it out. It's new , give them a break.

First time for Libations and the last...bad service,too loud and poor food.five of us tried something different and not one of us was pleased with our food...even the burger was just OK..meatloaf was very salty as were most of the dishes we tried...also our server put in the wrong order sooo there you have it...Had to give it a try but like I said we won't be back.

Checked it out with some friends, food seems good, place looks like the inside of an evangelical church, but the manager runs around like a dictator scolding waitstaff in front of customers.
Very unprofessional demeanor. A restaurant should be a fun place, not a circus ring with humans be treated like subservient clowns. Hit or miss!

The "management" at Libations is useless, no personality.

I agree. Libations could do so much better if they had management w/ social skills.
