13 year olds can not give consent. If a 13 year had been violated by rape, there would be no question if this is a crime! The thirteen-year-old brain is not yet developed. It is just discovering the higher peaks of thinking. Lowering our expections as what is appropriate parenting doesn't excuse poor parenting. It's a sad day for this community that we have given a 13 year old the permission to run set policy.
