Not charged yet. He'll probably charged with felony hit and run resulting in death, leaving the scene and possibly more.

I'm confused why didn't he stop when it happened.

He didn't stop because he knew he would be going to jail. As it is now he will be charged a lot more had he stopped in the first place.

...people usually don't stop when they're drunk, don't have insurance, or are wanted by 5-0 for other matters. It's probably one of the first two, since it sounds like this person contacted police, either by themselves or through an attorney.

Well, I was actually driving north and came across this scene, well after it happened. I am glad that they found the person responsible. I am still trying to figure out why the man was walking in traffic if he was going south and walking back north to the exit ramp. His car was on the right side, the exit was on the right side, he had no reason to wonder into the traffic lanes????

Let me guess: DUI
He needs to spend plenty of time in jail.
The penalty for leaving the scene needs to be much higher than killing someone while you are drunk. It's the only way to stop this.
I know that people who are drunk aren't logical, but they seem to be logical enough to know to take the chances on being caught (on a lesser charge of leaving the scene)

Unless he was intoxicated or has an outstanding warrant or otherwise wanted, it's unlikely he'd have been charged with anything, since pedestrians aren't supposed to be on the interstate, especially not crossing one.

I guess I shouldn't have eliminated the obvious, to look for another reason.

Uh, I'm right here in Indianapolis with you my friend and I was a Journalism Major in college. This "story" would never have made in a paper a couple of years ago...
