I don't see what is that unethical if all they did was observe and comment to each other, sounds like a good business practice to see what the folks who have a problem with your goods and services are saying. I could be used for a service improvement tool and/or customer satisfaction improvement tool.
Not a PG&E fan but that sounds like a sound business practice to me. What do the protestors have to hide?

"And though the activists are all PG&E customers, PG&E employees sometimes referred to them as "insurgents" and "slackers." "It's terrifying that our utility company would treat its customers as 'insurgents,' " Scotts Valley activist Joshua Hart said."
Joshua, really, REALLY, PG&E isn't in the feel good business. If you don't like their practices, there is an opportunity to put solar PV on your home and have PG&E pay you for extra power generated by your system. When PG&E real time meters your power use, re-formats energy tiers and raises rates per KWh, hit them over the head with a solar panel. www.dsireusa.org ; www.gosolarcalifornia.ca.gov . Josh dog, doing something will always make more of difference than 'protesting' something. What are you going to DO?
