This is an outrage. I say arrest the bums, and sned them to a logging camp for a few years, like they do in Russia. After doing hard labor for free for 3 or 4 years, they don't want to get caught drinking ever again. The city makes money, and it keeps the drunks off the streets.

1. First offense - 1 year hard labor.

2. Second offense - 2 years hard labor.

3. Third offense - 5 years hard labor.

Watch the drunks disappear from the streets.
