Being of Norwegian blood myself, I feel it has a lot to do with the Scandinavian reserve. Throw in Seattle's high Asian population and you have two sub sets of people that are notoriously quiet and self contained.
Also adding fuel to the fire is Seattle's high population of shy computer techies/engineer types who would rather send texts and emails and it's not difficult to see why we are one of the most socially challenged cities in the world.
