"As she was leaving Dixie Elementary School during her first day as superintendent of Russell County Schools, Vivian Brooks Carter heard a small child say, "What's a superintendent?"
"She was really puzzled," Carter said Wednesday. "I just smiled as I was going out the door."
Seems like the grand Phenix City plan. Don't stop to try and educate the child, just shoot her a smile that makes her think shes dumb and move on. That way all Phenix Citians stay stupid as rocks and life remains easy.
