No one expects qualifications, education, or expertise.
Robert is a committed Union funding operative. That is all it takes to "qualify" for any tax payer funded "job" in what remains of Long Beach.

Almost correct. They aren't relevant qualifications, and his record of judgement isn't so great. Might be partly because the man has little business experience, since he is an aspiring professional politician.
He's made some pretty stupid decisions, and he doesn't even have the introspection to understand how stupid he looks, much less be embarrassed. He'll be a total mess working for the coastal commission. He lacks judgement, and that's not something he can learn.

"Business experience" is the kiss of death in Calif politics. The Unions prefer to Buy politicians who don't have enough real life experience to know how devastating the impact of their never ending demands are for CA families.
