We are intrigued by Seabrook resident Jason Janvrin's idea to form a police commission in town and regardless of the petition drive's outcome encourage selectmen to exercise better oversight over the Police Department.

Last month, Janvrin began collecting signatures for a potential warrant article that, if endorsed by voters, would establish a police commission to oversee the Seabrook Police Department. Under state law, commission members may be either elected or appointed. The empaneled body takes police oversight authority away from the town manager and selectmen.

Some in town say a police commission is not needed and would merely create another level of bureaucracy. Town Manager Barry Brenner is one of those naysayers, noting, "If it ain't broke, don't fix it."

We'd respond: It is broke, so fix it.

The Seabrook Police Department is in disarray.

The police commission drive took hold after Seabrook Police Sgt. Mark Preston was arrested July 31 on drunken-driving charges in Massachusetts. While town officials maintain Preston subsequently resigned his job, a police union representative contends he has merely filed for an Oct. 1 retirement and is now away from the department, using his personal time. Preston allegedly appealed to arresting officers' sense of brotherhood to let him off the hook.

According to statements from Preston's arresting officers, the Seabrook sergeant said: "If this happened in Seabrook, we would take care of you guys! This is ridiculous. You guys are a (expletive) joke! I am a 30-year sergeant, and you are going to do this to me? Really? My life and my career are over! I hope you guys are (expletive) happy!"

This suggested corruption needs to be investigated.

This week, we learned the civil lawsuit pending against officer Jeremy Tetreault will move forward in federal court. Tetreault now a Seabrook police officer was working as a Hampton Falls officer in 2007 when he allegedly fired six rounds at Massachusetts man Derek Soucie, striking him and his van at the end of a police pursuit.

While the N.H. attorney general's office concluded Tetreault's use of force was justified, Soucie is suing Hampton Falls and the officer for compensatory and punitive damages. Through his lawyer, Soucie claims the potentially deadly force Tetreault used was unreasonable and in violation of the "standards set by any recognized law enforcement agency."

Tetreault is the same officer who on Feb. 5, 2010, raced up Route 1 from Seabrook through Hampton Falls and Hampton before running a red light and causing a three-vehicle crash in North Hampton. Another driver involved in that accident sustained a concussion and injuries to his knee and neck. Investigators found Tetreault, driving at speeds in excess of 100 mph, broke three laws.

Seabrook police, citing personnel confidentiality, have yet to comment on whether Tetreault has been disciplined for the accident.

Incidents such as these involving Seabrook officers are eroding the public's trust in the department. Over the past two weeks, this newspaper has fielded calls from a handful of residents who say repeatedly the Seabrook department is "corrupt."

The claim is deeply troubling and the very notion residents feel justified in expressing that opinion says to us the department has profound problems. Even Chief Patrick Manthorn acknowledged last month he "can thoroughly understand why" residents don't have faith in the department.

If a police commission is not the answer, we suggest town officials consider hiring an outfit such as Municipal Resources Inc. to provide an independent audit of police department operations. Such an effort would go a long way to restore confidence and remove the tarnish from the Seabrook police badge.

you knwo it is not write that I got aressted because i bought beer for a 10 year old kid who said his dad needed the beer, so I got it for him and the as3ho3e cop came up behind me and sprayed me because I tried to get away. I coulf not see anything and i am goihg to sew the policedeparmtent, becaue i did not do anything wrong. I am d=going to the hospital because i can not see out of my left eyes sine it happened. I know waht you guys re telking about because i am another victim. The police departmetn sucks only in Seabrook would they aresste someone for helpiong someoneout.

To suggest that adding another layer of bureacracy is a "fix," to suggest that More Government is the answer, is insane.

The people behind this drive for a Police Commission have obvious issues with the Law, and the motives of one person in particular need to be brought forth to people who may not already know.

Meanwhile, every single signature on that petition needs to be verified. Signatures of Seabrook citizens must match the precise way they appear on the Voter Checklist.

IF a police commission were to be formed, there would need to be a Commission to Oversee the Police Commission -- a check and balance system, along with another Advisor, a lawyer, on Town salary, to advise the Commissions with regard to all of the legal questions, union negotiations, personnel issues, etc. Is this what Seabrook needs?

And, those who play loose with their statistaics, and you know who you are, should cite the TOWNS which have Police Commissions in place -- I advise people to take a look and see, and read the minutes of those commissions.

Also, think about our town. Our size triples in the summer. This issue has plagued the Planning and Zoning boards for a decade. Anyone who complains and complains about the size of our PD needs to think about June-September in our Town, along with the rest of the year.

Finally, think about it -- people who are elected to a position, say, on a Police Commission, are not going to be "objective." They will be political animals, driven by whatever axes they have to grind.

Where there are always "problems" with any department in any town, people need to realize what the law is, and what police officers can and cannot do within the boundaries of the law. People need to recognize what it takes to make a case.

People do have options, too, if they're unsatisfied with what they have on their hands. There are always options, other avenues, other departments, other personnel, local and state officials who can help, listen to their appeals, etc.

More government is NOT the answer.

This whole site is a joke and for the ones who talk smack because apparently they have been stopped, caught, picked up, arrested, etc by the cops for a GOOD REASON are the ones who put the town down. By all means, I really do not think a Seabrook Police Officer would run someone down on a dirt bike before a drug bust......I think the drugs have gone to your head....That is apparently what they do, make you go insane which is exactly what has happened to you. Have a good screwed up, high, drunked up life....

Exeter, a police commission doesn't mean more bureaucracy, just three unpaid, elected townspeople. It doesn't cost anything because the commissioners are not paid. Actually it will save money because we don't need so much brass at the top if the commission is looking into police details. Someone who attacks the person shows that they're wrong and they know it. The SPD is going to lie like dogs to keep out a police commission because they know that it will fire the bad cops on the department.

Exeter? Exeter does NOT have a Police Commission! Look at the Flow chart on their website -- look at their Town Report -- no Commission. Your facts are wrong! And -- I would hate for us to become like Exeter, in the meantime, politically speaking. Do more research and get back to us.

If you are implying that I am from Exeter -- Sorry to tell you that I'm from here in Seabrook. I live here and I vote here, and I have never voted for the likes of you or your ilk, nor shall I ever.

And, it does cost something, because the Commission will need Advisors -- go see your other so-called examples of Police Commissions in other areas all over the country. There is a budget involved with a Police Commission, including LEGAL counsel and a full-time advisor, a la Mr. Brenner, Mr. Morgan, etc.

But don't let FACTS get in the way of your axe you so desperately and pathetically need to grind.

So Then Do You Think It's O.K. for a Seabrook Police Officer, One who was also the Juvenile officer for years at Seabrrook Elementary School, To take Over 80 Topless Pornography pictures of a young girl who just turned 18 using his Authority to intimidate her into doing it!!! From the 1st Picture to the 86th her whole face broke out in Blood red hives from fear!!! It was Obvious she wasn't enjoying it!! When she finally got away she told her mom and they contacted the selectmen who went to seize the pictures. The Seabrook Police officer already had made double and Exposed a roll of film in front of them so as not to know if that was in fact the film or if he still has pictures. The Seabrook police Officer was nothing more than Verbally Reprimanded. "Told Not To Do It Again". The young girl felt like he should be thrown off the force if a little girls home alone at night are we going to send this pervert. So she hired a lawyer. The Seabrook Cops Pulled her over 3 Times kept searching her car for Drugs and told her she wouldn't drive though Seabrook comfortable anymore. That was tough to hear with Seabrook being her Home town. However just then the justice system failed her too once again as her lawyer dropped the case stating he didn't want to go up against Police. He stated he deals with them too much in and out of Court Hearings. That young girl is 35 yrs old now and suffers ptsd from that horrific day. Never being able to trust anyone again. So you ask how long the seabrook Police have been corrupt I know of it least 17 yrs it's been going on! So before you so quickly Judge the "people" saying it their fault, Think again this young girl did NOTHING TO DESERVE WHAT HAPPENED TO HER!!!! SO WHY DON'T YOU START GETTING SOME REAL FACTS "Seriously" AND THEN START TAKING THEM SERIOUS!!!
