Not unless the fire is deliberately started by the owner. Burn law is in effect for the state of VA meaning no burning of brush/trash or whatever until after 4pm. Only way around this is to meet some strict guidelines by having proper clearing around area and approval by VA Forestry Dept. So report anyone you see violating this law so that the fires can be put out before spreading to a large wild fire, ecspecially on a day like today.

No, unless the fire was intentionally set by the land owner or if the land owner violated the burn law that is currently in effect. If that is the case, persons in violation will pay all expenses to ANY property damaged and personnell dispatched to fight the blaze. Burn law means no open burning before 4pm. Days like today, open burns shouldn't be carried out at all but that's only opinion. But if your property is saved by the local volunteer fire dept, just think about the hard work these individuals put forth to save your property the next time donataion cards come in the mail.
