Not that I'm up on all the goings on but I see a lot of CARS vehicles sitting in private drives around town, don't seem like they need lots of money.

Fiction.
What you most likely heard is C-ARS placing the ACFR back in service for a county call, not a city.
Second, C-ARS is either doing it because it is likely closer than the incoming unit

Are you sure you are differentiating between City Fire, the different fire departments, ACFR, etc?
According to their website, they have 5-6 cars to share between medics, traumas, squad, the chief, the OMD, and the duty officer
