Astonishing! Doesn't the city already have a problem with drones?

The "fee" (tax) for the average small house of one unit of run-off (1,000 square feet, of which they said the average SMALL house in C'ville would round off to 2,000 square feet) would cost owners two units of $3.25 per month X 2 for $6.50 per month.

Multiple that by 12 months per year, and you're looking at a "fee" of $78.00 per year.

Council kicked this can down the road for years and neglected one of government's primary CORE FUNCTIONS of caring for infrastructure. That's JOB ONE - but instead, past Council's (which included some of today's sitting Councilors) chose to ignore the problem and spend annual multi-million dollar surpluses on feel-good pork instead.

Now, it's going to cost you big time in a bad economy. Oh, they're going to look at reducing a fee unit by half to try to ease the burden on the lowest income folks -- but once again, the middle class will pick up the slack and get taken to the cleaners.

BTW - They haven't even figured in who will pay for the 3,000 square feet of city buildings or ANY of the roads!

But here's the kicker. Dave Norris opined that, perhaps, rather than setting a "fee" to be offset by the already roughly $800,000 in the budget for this already, that they set the "fee" to raise the initial $1.6 million a year -- then take the current $800,000 and reallocate it (that means SPEND IT) on other items. You know...for things that they might otherwise have a hard time getting funding for.

Watch your tax dollars...eh, "fees"...and your councilors, Charlottesville. VERY closely.

Under the Obama Administration, we have lost our Freedom of speech, Freedom of the Press, Freedom of religion, etc., etc., etc., and soon our right to bear arms. "big Brother" has been watching you for the past 4 years and for the next four years...drones will be watching you even closer!!!!! America will be a Democracy in name only after the next four years.

stormwater utility ordinance?
Why not just call it a "new tax"? The city needs more money so they don't have to cut spending. Ya'll voted for these idiots, hope you enjoy all their new taxes.

No wonder. Political action committees affiliated with drone manufacturers donated a total of $2.3 million to the nearly 60 members of the bipartisan House Unmanned Systems Caucus, according to First Street Research. Most of that, 77 percent, went to Republicans.

I see how they held a critical issue like the storm water public comment to a Tuesday meeting. That's some BS. I wanted to speak out against the fee, but they probably planned that discussion for a holiday week meeting to catch people off guard.

The proposed tax is $3.25 per 1000 square feet of impervious surface, per month.(Presumably rounded to the nearest 1000 sq. ft.) Impervious surfaces include roofs, paved driveways, parking lots, etc. For example, if you have 2000 sq. ft. of roof area, plus 5000 sq.ft. of paved driveway and parking area, your monthly tax would be $22.75, charged on your twice yearly real estate tax bill as a surtax of $136.50 each time. A modest proposal! This is a perfect example of a "gotcha" tax, since there is nothing you can do to avoid or reduce it: your roof and paved areas are what they are. If I lived inside the City limits (and happy to say I don't) I would do everything possible to oppose this horrible tax.

WTH are you talking about??? I want proof that we have LOST all those freedoms. I can still say pretty much anything I want, the press publishes anything they want to, I can worship however and wherever I choose, so where is the lost freedom?? You are a paranoid, lie-believing fool. I have news for you: forget about Big Brother watching us, the data collection agencies know everything about us anyway. It's truly unbelievable that people believe the things you do.

Fringe groups trying to dictate new useless taxes on everyone with the backing of a board that should be protecting its citizens from them.

Actually, you can reduce it with mitigation. or at least you could in one version of the proposal.

Maybe if the County had something similar, 29 and Pantops wouldn't be giant expanses of asphalt.

In any event, it wouldn't bother me as a tax if it were revenue neutral. Good luck with that, though.
