yes they should be returned during regular business hours so it can be noted that each person returned them. Yes there will be a charge if not returned, but i don't know the deadline. The charge is not 10 or 15 dollars a bag though.

Seems odd since Fema is being charged for the sandbags. So if they go back will they give Fema a discount yeh right.
