About time for this. I know too many military families that leave their lights/AC/appliances, etc. on when they leave their homes because they don't have to pay any electric bills. They don't care about the cost of electricuty because Uncle Sam (us taxpayers) foot the bill. Give them a normal amount each month for free, then charge them for any overage. Maybe they'll become more responsible.

Sad, but true. I have military friends who say they leave their AC on while they're gone for days on end just to have the house cool when they return. In their defense, they have all agreed that they support the plan to charge for overages. Why they can't self-monitor like the rest of us is a concern, but they do make many sacrifices I don't make, and I appreciate their honesty.
