All that huhu over an empty shell? Obviously law enforcement and the military used this as a training exercize, to the detriment of residents.

Good name for you - "NUTS". The bomb squad did the right thing to evacuate and cordone off the area and contact the military EOD unit, since the item was a military ordnance. To suggest that the HPD and military bomb units overeacted in this case shows how careless, and callous you are when many innocent civilian lives may have been at risk. Yeah, the shell may have been determined to be empty this time, and many people may have been inconvenienced, but to err on the side of safety when dealing with a potential explosive device - especially old military ordnance of a foreign country - was the proper action to take. Great job HPD and Army EOD!
