When is the board of trustee's going to figure out there is nothing in Bellows Falls, this was a great first step and they shot it down, the only one who seems to have any brains at all on the board is Mr Allem. Keep out and in a few years the village will be bankrupt. How long do you think your going to be able to afford all the services you have with no industry just elderly and absentee landlords to tax ??

Thank You Steve your right there is nothing in BF.Once again the Village is unhappy the rest of us don't want to pay for their FD and PD (their mess) I live in Rockingham not BF and I don't want to pay their bills.

Once again, the majority of the BF Trustees demonstrate their ineptitude and short-sightedness. The Village of BF cannot remain solvent much longer under the current structure, there is no opportunity for the growth necessary to maintain the level of services that BF currently provides. It seems the majority of the Trustees are more worried about maintaining their fiefdom, while the taxpayers take it the shorts. Mr. Allen is correct in his assessment that the board is not looking at the big picture here. Why the elected officials insist on wasting money by duplicating services in three communities, whose total population is under 10,000, remains a mystery to me. Mr. Allen, continue the fight to bring sensability and reasonableness to the local government. Perhaps it is time for the voters to consider a change of the guard.......

I am in favor of merger but it seems the big picture is that BF would still pay the 1.5 million for the fire/police and the town gets all the perks.

The trustees need to reduce the cost of the police/fire that is the root of the problem and will be until we get a board willing to downsize those bloated depts.

Well we don't want to pay for projects on the O'Brian road or Brockways Mills road or to plow your damn road. Why do we have to do that and provide over 80% of the tax base of the town if we don't use those assets, yet you don't have to pitch in for the PD and FD just because you claim you would never use those services?

Secession was an idea I was against initially, but it's looking better and better.

The new and improved Trustees represent the prevailing view of residents of the Village apparently. The Villagers want to protect their assets(ie sewer, water) from the predatory townsfolk and they should. They voted it in so it is only fitting that they pay for it. They voted in these Trustees and it is only fitting that they follow their leadership.
If they secede (as suggested by Vermont Citizen is looking better) maybe they can take that portion of the school system that has the high Special Ed expenses etc with them too!!

Secession would be the worst course of action for Bellows Falls. It will sink like a stone, or at least watch its costly services be forced to become volunteer.
Do Bf villagers pay to plow rockingham roads now? Rockingham should plow BF roads, since the roads are in Rockingham.
Consolidate everything. And if BF wants fully staffed police and fire, it can have it and pay for it.
Rockingham as a whole should pay for everything else. Bellows Falls is about 2/3 of Rockingham. Bellows Falls is Rockingham. Rockingham as a whole should be paying evrything BF provides within reason. However, there is a collective predominant thought that the BF police and fire department budgets are not within reason. Therein lies the sticking point...GET PAST IT.

Good job Trustees! Now let's look at Secession seriously. These guys who write in these blogs just say the same negative stuff over and over. They know nothing, so they are against everything, What could it hurt to check it out? Let's stop being taken advantage of for a change. Aren't you tired of Rockingham using us? Look what a good job they do on our streets, our downtown,(goodbye to Oona's, empty Hotel,)look at the businesses they bring in, golly I'm just so pleased at all the progress they brought to the Village...crematoriums, homeless shelters, what could possibly be next? Town Zoning and planning work overtime to make it a pleasant place to come to also... another reason to thank Rockingham. They're like an abusive parent, and now they want to take our piggy bank and lock us in our room. Well, except for the people on this blog and a few others that are new and don't understand and a few who have special agendas, the Village knows it's being 'screwed'!..And you know what, it doesn't have to be!

But the village trustees and the voters who support them have done the anatomically impossible.....they screwed themselves with all the high cost services and facilities and programs. Keep paying your own tab!!

Well, if we seceded we would pay our own tab...but ONLY our tab. The village (or actually city) tax would go up a bit but the town part of our tax bill would be eliminated. Overall the villagers would make out pretty good.

Rockingham, however, would be singing the blues without the tax revenue from the Village. Guess where the dam sits.

Townsfolk constantly say their taxes would rise if we truly consolidated, and they might have a little. But that would be nothing compared to what their taxes would do if the Village seceded.

It's not the best option, but it's better for the villagers than the status quo. The worst thing that could happen is nothing and that's looking pretty likely now.

Go figure this one out.

Saxtons River fire budget is Eighteen Thousand 2009.
Police contracted for the entire year six Thousand.

Bellows Falls fire is almost 500 thousand 2009.
Bellows Falls Police is almost One Million 2009

If BF Seceded and became a little city it will get all the DAM MONEY and not the town.

If the village went with a volunteer fire dept., and gets rid of it's present police dept,then we could sit down and talk about consolidation. The village has poor leadership,and spends money as fast as crap through a goose.I watched that little boy(cop) with a badge spend 3 hrs.talking to a girl across from the town hall, then went into Mike's for an hour.I went to keene and he was still yacking.I don't need him in Rockingham. Does the bffd have a fitness exam? They are a disgrace.

If the village leadership is your complaint, then merger would fix that. If you have issue with the Village PD, right now you don't have any business complaining about it. After merger, if YOU actually contribute to paying for the PD, you would have a right to make your complaint known. For now though, since you don't pay anything for it, you have to right to ... well ..... remain silent.

You could not be more wrong. Since "we" do not pay for it, do not want to pay for it, and do not want "it" now is the time to actually speak against "it" so "it" does not get shoved down our wallets. It is exactly the reason merger will fail....the Village is no rich uncle trying to bequeath the townsfolk a legacy, but rather a poor uncle trying to pass it's debts on to someone else.That "it" which is poorly run is so visible makes "it" subject to complaints by those who some would try to foist their failures upon.

Well here is another angle to look at. I would love for the village to, or at least have the authority to, shut down half the bars (or prevent them from opening in the first place), limit the amount of subsidized housing, limit the amount of liquor licenses etc. Basically control the amount of elements in the village that changes the areas character for the worse and causes a need for a police department. Unfortunately, the village doesn't have that authority. The ZBA does and that is a town entity.

In fact they just approved the creation of a homeless shelter right in the middle of the village business district despite protest from the Village Trustees. However, they just denied the permit of a business that wanted to open on the island. I agree that one was a bit sketchy, but it does demonstrate that the town is willing to permit a facility that will likely increase the burden on the police department, and denied a permit that at least might have provided tax revenue and jobs....as long as it's in the village.

I wonder what would have happened if the homeless shelter had applied for that permit in Saxons River? Actually, I don't wonder at all.

Bottom line: The town is at least partially responsible for the nature and character of the village, and its need for a police department.

Just think, if BF seceeded, we would now own the damn dam and all the other Rockingham properties. Boy, would our taxes take a great dive. Rockingham would have to pay us to use the buildings. Rockingham taxes would go through the roof. Just think Rockingham residents how much more you would pay in taxes when we dump the town of Rockingham. We in BF would not be paying anymore Rockingham taxes. Vote "NO" on the merger and yes for seceeding. I know that I will vote no!!!

Just by seceding you will own the dam AND the town owned property?? Wow!!! Since you will be taking property why not take the T-Bird too....it makes money. And grab up some other property too from landlords like Moore or Jarras, they won't mind if you just "take it". Take anything you want.....take any cars that might be parked in the village, and if I am in the village when you secede, steal my wallet while you are at it.
