Now that the Rockingham and Bellows Falls boards have had a chance to come up with a plan to consolidate the two municipalities, the public is going to be able to weigh in on the upcoming vote.

I can't wait for these meetings. The boards have no real answers how this is going to work or what it is going to cost. the PD already says they will need more cars/officers.This merger question comes up every 8-10 years. I hope it is voted down.

In this article we see Les White asking for more accurate cost estimates, which suggests that the current estimates are pretty rough. Then a few paragraphs later precise figures are presented pretending to represent the tax changes for residents of BF and Rockingham outside of BF, without qualification that these figures are based on those very rough estimates. This is sloppy reporting.

Also, there are ways to spread the costs of policing where, for instance, a special downtown business improvement district might subsidize more patrols for our businesses, while still having a town-wide police force. Until these ideas are considered quoting precise tax rate changes for anyone is misleading at best.

As for the claims about police staffing levels, it takes so many officers simply to cover all the shifts, even in the smallest department. You always need to have an officer and backup available for an emergency. Once you have that, expanding the area covered doesn't necessarily require more officers. Claims about police staffing that ignore this reality are simply naive.

There are going to be a lot of people trying to scare each other to preserve the dysfunctional status quo. We can rise above this noise and accomplish a true advance for the government structure of our community.

How about YOU tell us about this mysterious 11 million dollar water and sewer debt. And please cite sources before you start throwing that crap around. My understanding is that rate-payers, not tax-payers, cover the water and sewer bonds, of which I am only aware of the 1.9 million dollar bond for the headworks project.

As to the rest of your mindless rant, I just don't have the energy today to list all the ways it displays your ignorance.

We have have public works other than sewer and water so it is to be expected that the water/server bill doesn't cover the whole public works. But the bonds service and other expenses associated with water and sewer are covered by the ratepayers. The rates are adjusted as is necessary to do so.(and it isn't little)

So what is all this stuff my "overlords" are not telling us? You and that wingnut "....is failing" are throwing around alot of unspecific mud with little evidence.

Hey this is fun. Mr Failure seems to have launched his diatribe first...seems he should start the proving. Articles about a police chief who misused a credit card and got fired and indicted for it does not indicate some large scale corruption conspiracy. It seems the Trustees acted appropriately in response. Credit cards issued to department heads for petty-cash, fuel, and other purchases are common place. And no I am not going to paste anything to %#$@ prove it. Its common sense. Look it up yourself if you feel like it.

Then he provides meeting minute that indicate roughly $11MM in debt service for the water and sewer plant. You answered Citizens question there, but nothing there indicates that tax-payers are paying any of that.

I believe what lost your credibility was your diatribe about corruption conspiracies and throwing bums out, the three stooges and something about the governments teats. I pretty much stopped reading there too as your credibility as being reasonable or sane kinda zeroed out. The guy/gal says "centralism" more often than Madden says Brett Favre.

Overlords are keeping stuff from those folks in BF? If the stuff appears in newspapers it can't be a very comprehensive cover-up.

What Dunfee did was misuse a credit card for a gambling addiction and that alone.

Talk about corruption well that goes back years in time and if Dunfee spills the beans or a trustee heads will roll in the BFPD, so stay tuned and we can only hope that the truth comes out.

Wow, that second sentence is a doozy. I think it changed tense 3 times. It takes more than a capital letter in front and a period at the end to make a sentence. Usually I am not a grammar cop but in this case I don't even know what you are saying.

Are you alleging (a lot of that going on) that:

- There is a Trustee that is guilty of malfeasance?
- Does it have something to do with Dunfee and his credit card use?
- Is there a guillotine at the PD?
- Is there a channel I can tune my TV to for the answers to these questions?

There are two types of bonds. Revenue producing(from sewers,water systems etc) which are funded by revenues generated by the project through fees etc. And general obligation bonds which are funded by tax levies.
Until the merger "plan"addresses the questions around the village bonded debt which according to its own website is about 11.5 million, the selectboard and trustees are failing to meet their fiduciary responsibility to the voters, which should come as no surprise given some of the other deficiencies they exhibit.
And if villagers want to secede....GO ....and take issues like this and some others mentioned in these comments with you.
Many who profess that the village supports the town can then get by with their overbloated government and the town can go it with no Town Manager like most other small VT towns do.There are other issues unaddressed as well including the dollar figures but that can wait while the PD and FD issues are foremost in some peoples minds.

I'm not saying who is currently doing it, I'm saying it is done and unless someone audits every single expense report the money is lost! Once again I say, dump the pd and contract out to the Windham County Sheriffs. Save the village 3/4 mil or 998,000 dollars as professed to be needed to cover the entire town. Yes, it will cost something for the contract, but not as much as that. At the very least 1/4 mil was absconded and not returned to the village from what year? 06 07 08? Despite that the selectboard would allow no prelim plan of merger unless the pd was included and the trustees caved? What? Set up to fail already. What is the point of this? All smoke and mirrors. Makes me wonder what they're really doing while they throw this out for us to waste time on.
