Rockingham board still eying merger option

The town should pay towards the police force not just to have rural patrols, but because the town center is in the village, and everyone in the town benefits from having their downtown well patrolled.

Maybe a compromise is possible. What if different neighborhoods were identified according to the degree of policing they require. Then special assessment districts could be set up so that neighborhoods requiring more are taxed more. That's roughly what the town has now, with the whole village being treated as such a district. But many neighborhoods in the village require little more from police than more rural reaches of Rockingham. It's unfair that those of us in those neighborhoods are taxed to pay for what is essentially a downtown police force, but those in more rural areas contribute nothing towards it.

A new arrangement in which the business district pays about the same taxes as now, while residential districts - whether inside or outside the village line - share police costs equally, paying a bit extra only if a neighborhood requires a bit extra, would be farer for everybody.

Other samples of the current imbalance: What about when village police respond to the town recreation center? Why isn't the town billed for that coverage? What about the village police helping protect the town hall? Surely the town taxpayers owe something to the village for protecting their properties.

As for citing the current state of the economy - in hard times the rural areas may find they need more policing. Meanwhile keeping unfair costs on those in the village is hardly economical.

You notice the fire dept is not mentioned and for good reason. The other VOLUNTEER DEPTS dont want BFFD
telling them how to run their depts and when you compare the price tag of BFFD now taxes really go up for Rural Rockingham.

The answer is to stop talking and put it to a vote.

What does "Rural Rockingham fear other than the Village which is not just part of Rockingham but the majority of Rockingham finally waking up and recognizing that they are in the driver seat with 54% of the vote. Soon the state is going to force the Police department issue any way when they require communities on the scale f Rockingham to provide police coverage and remove state police coverage from them anyway. Currently the BF cops will respond to an immediate problem in Rockingham anyway, the merger would just make "Rural Rockingham" pay for the service they already expect.

The fire department can be handled as a separate question by establishing fire districts such as what already exists in numerous other locales in VT including Westminster. Truth be known though "Rural Rockingham" already gets the protection of BFFD via the Mutual Aid system so once again it's a matter of paying a share of what they already get free. Someday the "fits gonna hit the shan" when RVFD makes a mistake like; allowing a private citizen to don the FDs air pack to enter their burning property to retrieve stuff or somehow assist, then they get hurt or worse, and the lawyers stick it up the towns backside since they have deeper pockets than the VFD's officers.(Yes the first part has already happened fortunately the guy did not get hurt.)

Wake up Villagers you are like the bull that does not realize it can stamp the farmer flat at anytime it wants, except the farmer can butcher the bull once the bull knows the truth. The residents on of "Rural Rockingham" sneer and laugh at our ignorance, time for the bull to do some stampin.

How can the BF police Dept. patrol Rockingham when they can't even take care of the square. I never see an Officer walking the square. There are so many kids hanging out and drunks from all the bars it is not a friendly place to walk after dark. I know what will happen if the Town takes over the Police Dept. They will want more Officers and Police cars and it will end up costing even more.There is no way I will ever believe they will be patrolling out my way.I don't live in the Village and I don't want their services. The village needs to pay for their own services.

Looks like the town already paid for a gambling trip by a former B.F. police chief! Or how about way back when the B.F. police started a fire at Cheever tire, to create a diversion, so they could rob Danny's Discount Store. The problem has always been lack of supervision of the police chief and sometimes in the company of a corrupt town manager. Consolidation was soundly defeated years ago and it should be again! The B.F. villagers are not stupid. Police patrolling
the whole town will increase their taxes too. We need
less government not more!!!
