I say: allow the motorized carts, bicycles, skate boards, horse carriages, EZ Ride and ever other means of simple travel Then, prevent all motorized vehicles except service, emergency and residents vehicles.
All others would need to enter the city by bus, thereby making sense to make CAT profitable.
We could use this system say from Park Avenue north to River Street, which would make traveling a pleasure within he Historic District.

Low Speed Vehicles and Golf Carts are not the same thing! Low Speed Vehicles are legal on any streets in Georgia with the speed limit 35 MPH or under. They have a VIN #, Title and are legally registered vehicles with a tag. How can Savannah not allow a legal vehicle on the streets 35 MPH or under? That would be just like saying no pick up trucks are allowed on Bay Street. Golf Carts, on the other hand, could only be allowed on the streets through a City Ordinance.
