A total failure at his job!!! Along with the EGO driven former small town Judge, Jack Rapp, they both will become know as a major ROADBLOCK in the effort to redevelop the former Army Base.

Just wait and see...

They have accomplished zero.

I am old now, and have no energy or resources to fight this band of merry marauders, but if I had youth, they would be called to the carpet.
The local communities surrounding the Depot, which closed almost a decade ago, have been robbed of the unbelievable perks and resources, both financially for existing local business (struggling), and recreationally. But, this is only a small hit when compared to job growth and employment opportunities that have been, DISMISSED.
The board members themselves are not to be totally blamed for the majority of their inept decisions; rather the blame and disgust should be focused on very simply two people.
First is the previous Executive Director, an individual whose tenure, when properly reviewed, well show absolutely zero progress, massive amounts of damage to the properties literally, and unethical, dishonest and mostly uneducated decisions and leadership. His background before taking the position shows zero qualifications that qualify him for that position, or even one redeveloping a sandbox or family garden. His personality and lack of knowledge can be obtained by speaking with any of the many entities that came to Savanna only to never again considering returning. The end of his service at the Depot, if investigated, well show, without a question, that he disregarded any policy, rule or regulation governing the Authority, to include actions, decisions, and statements that show massive favoritism to a friend, massive wastes of our local tax money on-top of the federal funds and possibly even actions that could be considered illegal. His departure, one that was timed by the approval of the FTZ, a complete waste due to the location of roads, railways and water access, and the announcement of a new entity that in time well become known as his friends operation.

But, even he, the leader of the 3 person staff, was under the rein of the Board Chairman, a ego driven, no tact, unethical former small town judge that was know by the local community to Rule with an Iron Fist in his hay day. After leaving the small town court systems he wandered the counties looking, talking and needing something to do that would make him a public figure and give him powers he used to possess. His reputation in the area is one that almost never provokes a comment that isn’t completely negative. Rehnquist, Thomas, O'Conner, these are names of or countries highest Justices, those in the Supreme Court, John W Rapp, Jack, thinks he was one of them. He has been asked by many still in government to retire and fade away, to go away as he no longer was the final word on all things or anything. Rapp made, instructed his board to make, or altered and twisted facts to cause his board to make judgments and decisions that have very simply destroyed any chances to achieve the growth and development ever again that the Depot had when he arrived.
He has spent , and continues to do so, tons of money on things that range form lawyer fees due to LRA law suites to travel, fancy accommodations and dinning trips to places and events that were self serving and unrelated to the proper redevelopment of the area. He has, without a doubt, mislead, on a number of occasions his board (whom either trust or fear him), the press, and the governing county boards as well as potential and current tenants. He has ruled on occasions in support of entities like the railroad company, even when he knew factually they had violated board laws, county laws, BRAC rules and federal laws, never produced any of their objectives, lacked insurance and owed hundreds of thousand in unpaid rent to the LRA if the situation helped him with one of his many pet project and visions of granger.

He well, when someday hopefully properly investigated become the single reason that the Depot today produces zero for us in the area, and why it never well again. His knowledge of what actually is currently going on at the base, let alone the past while he was ruling to be insulting. He has singled out and mistreated tenants, potential tenants, and unfortunately a certain few board members. His ramblings in the community are simply ignorant and slander packed. His unprofessional, unethical and most of all inept leadership career at the LRA Board well change this towns future potential, cause many to finally speak up to him about his waste and misuse of funds, taxpayers and hopefully finally make him go home and sit in an arm chair except when in court fighting lawsuits aimed at him, the has been.
The board consists of a few very good men, ones acting with integrity and passion when trying to do the right things for the community and some that would be better suited as board members for the local Boy Scout or Brownie troop’s promotional session or Pine Wood Derby. No board member is female, no board member is qualified to redevelop a base, community or book club, and no board member is younger than 59ish.
How could this board, who has zero worries of proper oversight possibly be the right one to represent the business owners of this town, especially since many current and eventually all are the younger generation that is the future of this area, one that now, due to the ridiculous damaging and destructive leadership practices of that former cell phone drop test guy Ylenin and the Judge that reminds us all of the Andy Griffin show.
The target that the LRA focuses on when spewing the excuses for the failures and lack of employment, the US Army and its buddy BRAC. The reality is they are not really responsible for a 10th of the things the board and its consultants and cronies like Arlie Dalmier and others are, and time well tell. There is a lot of negative facts and information to be found online concerning the LRA, some is easy to see, some is coming in masses.
Hey, don’t think this paragraph holds merit? Ask someone like one of the operations or its people that were at the Depot, but left or were maliciously ended or denied.
The replacement of Ylenin with the reporter whose stories all looked the same, no flare originality, resourcefulness or knowledge of proper journalism was a pre-set, planned and directed hoax between Komiskey and an individual who was never made to look “bad” in her stories, her friend and fellow church member….Rapp.
The community should locate some locals whom have tried to do business on the Depot, both those who failed and those who were cheated.
