Quick suggestion re: the cost of this publication. Rather than attempting to deliver a copy to every home in Satellite Beach (either paper or electronic), just print some number of hard copies and make them available on a first come, first served basis @ city hall. A few months of record keeping will reveal how many copies are being taken and allow the printers to zero in on a number that will minimize waste / running out. Annual budgets can then be adjusted accordingly.
