I live and vote in the Santa Barbara County. I think that it is more about cleaning up a long standing problem of voter fraud on the UCSB campus. I have followed Mr. Pappas dispute and found this article in the UCSB Daily Nexus paper provides more info on this situation.

We have basically relied on an honor system for the entire history of this country. One has only to read Robert Caro's fine biography of Lyndon Johnson to see how well that has worked over the years. Anyone who thinks things are different today is living in a dream world. Given computerization, it is long past time for the government to require firm verification of legal registration before anyone is allowed to vote, and for verifiable identification to be presented at the polls before voting. These mass voter registration efforts are fine, as long as the registrations are verified, and the voter is properly identified, with ID which shows his/her residence in the proper district. There is way too much funny business going on in voter registration, not to mention with who actually votes. Anyone who thinks that some illegals are not voting have no clue. Anyone who thinks that students whose permanent residence is elsewhere are not voting in the kind of situation surrounding the recent election had no clue.

Mr. Pappas is like the wedding guest who cries fraud after the ceremony is over. The guest was invited during the nuptials to "speak now or forever hold your peace."
Mr. Pappas had the opportunity during election day to send watchers to the polling places, where prospective voters could be challenged as they appeared before the sign-in judges. If he did not check their credentials then, he cannot check them after the ballots are counted.
The judge should throw this out.
