If you want there to be less crime, spousal and child abuse and breaking and entering there has to be pressure by the public on judges to give stronger sentencing.

Zero tolerance means consequences to the offenders. When criminals lose their vehicle, make restitution, pay fines, and do serious jail time it lowers the crime rate. It also will lower insurance premiums and generates revenue for the state reform.
