Why are the pets not in his yard or home at all times? This is negligence on his part. Animals allowed to roam have a shorter lifespan because they can get hit by cars, become dehydrated, or eat something they shouldn't, whether it is tainted food from the trash or something they can't digest.

Pet owners should also stay aware of the foods and treats they give their pets. Many items intended for animals that are imported from China have made pets ill or killed them. Most recently chicken jerky treats from waggin train has been a problem. The FDA keeps a current list of what owners should watch out for http://www.fda.gov/Safety/Recalls/default.htm...

If your pet shows any signs of illness, including loss of appetite, lethargy, vomiting, diarrhea, changes in water consumption or changes in urination, please consult your veterinarian or call the ASPCA Animal Poison Control Centerís 24-hour hotline at (888) 426-4435.

If the assumption that sodium fluoroacetate is correct, safety sheets
http://www.inchem.org/documents/pds/pds/pest1...
indicate that "judging from fatal and near-fatal cases, the dangerous dose for man is 0.5-2.0 mg/kg."

"Early symptoms of poison: there is a variable latent period ranging from 30 minutes to two hours or more between ingestion and the appearance of symptoms. The first indication of poisoning is nausea and mental apprehension followed by epileptiform convulsions."

A dog is much smaller than the average man. I would assume symptoms would be faster and more severe.
