Will Westlake turn into a Slimy smelly mosquito pit?

Looks like the runoff etc. has either stopped or been taken by the city etc.---and the evaporation might start pretty soon etc., westlake might turn stagnant etc.-----is their a aerator big enough for westlake etc.--will it have be chemically treated?

My friend says there is a aerator--I got a Siamese fighting fish I can put in their to help against mosquito's.

Not only that--the lawn around westlake use's westlake water to keep the lawn from dying-etc.
