The SC City say's they mean well butt....Most people that rent from bad properties in disrepair, can call and report it. And most landlords should be given a check list of what needs to be checked and sign that they have done this. The City if they are concerned about a property, send a letter to why they feel they need to inspect. This program is doomed because first they should be inspecting all properties that are for sale. Next, the Realtor that are representing a property for sale, should do the inspection and see if there are code violations, or additions that have no history of getting permits and or different from the assessors office property description. That info is confidential, and the City Inspectors do not have access to that info but they would like you to sign a paper giving them that access. That is were the problem lies. Why is it confidential? But even so, if it is an older house, and at the time it was built it showed to have only one bathroom, and now has two. What is the City going to do if you bought it listed as a 4 bedroom two bath? Are they going to say we have no record of permits on the second bathroom that perhaps was added 20 years ago and the house has sold already 3 times to different buyers over the last 20 years. Now what, the current owner has to take it out, or pay a penalty? The inspectors answer is, it is your responsibility to know the answer when you buy. But the Realtor who is license by the State and lists the property for sale as a 4 bedroom 2 bath does not do a history of the original property and how many bathrooms it once had in the beginning.
There are slum lords in Santa Cruz that have buildings fall off the foundation or blow over in a storm. That would be a red flag to the City of SC inspectors to go check all the properties of this landlord. But do they????
The inspections are good if they find hazards. But they are not good if they are looking for more than what they are suppose to. They have the ability to say to the property owner that the property can not be rented like it is there fore you can't rent it. Where is the money coming from to pay for the improvements that they feel you need? Or will the property owner get fed up and just sale it. Oh but wait, what if you bought the property and now it is no longer worth what you bought it for. Again they cannot answer these questions or scenarios and probably it is not their problem. If you want to put people to work, they should have a list of construction people that are reasonable and need work. Just don't go out and find problems but bring a solution. Other wise your stepping on our property rights and freedoms from government like you.
