Should the California State-County healthcare financially burden the U.S.??

I know some college students in California that are really upset about the high cost of the state's county and state employee healthcare. They seem to think it's unfair for the county and state employee healthcare to financially burden the state and rest of the united states while a lot of the employee's have million$+ bank accounts and property holdings while getting cheap and almost free healthcare. That seems to be a little greedy to me. I know some medication changes are coming their healthcare plan and I assume the herpes healthcare is going for the whole state in every way--since its primarily affordable for the private family at only a couple of hundred$ a year-which is affordable.-
-What do you think, should the college students take a hit or the rest of the united states have to pay California's bills so the county and state employee's in California get cheap or almost free healthcare??
