NM agency issues final draft of tribal plan

The state Environment Department has issued the final draft of a plan that spells out how the agency will work with New Mexico's 22 American Indian tribes.

Now the State of New Mexico wants power over the 22 Native American tribes that have sovereign lands within the states boundaries. What is it that the State of New Mexico does not understand about the words SUPREME POWER - FREEDOM FROM EXTERNAL CONTROL ???
