Santa Ana's Redevelopment agency has not "redeveloped" anything with the property taxes they have seized from the designated project areas. They only took the property taxes from school districts, and other districts, to finance schemes that do not improve neighborhoods or the city. The state has a right to take over these funds and redistributed to the appropriate districts.
