Hummer Time is really quite ignorant. One of the basic responsibilities of all state and local governments is to provide for the safety of the citizens that they govern, this is to include escape routes for cases of both natural and man made disasters. Take a ride down I64 East to the Beach and you will see the gates that can block the East Bound entrances so that the complete road can be used for West Bound Traffic in case of extreme hurricane. There were unused school buses left in New Orleans that could have been used to get all of the helpless coons out. Fact is that when time of emergency comes it is up to me to give first line protection and safety to my family, not the Federal Government. Most all of the people begging on the bridges in New Orleans right after Katrina were there because they were too stupid, lazy or ignorant to heed the warnings of potential problems and they did what they always do, nothing and wait for someone else to do it for them.

It is by LAW that the federal govt. can not jump in and aid the states without the state and locality requesting the aid first. Bush was just obeying the law of the land. Too bad all those coons were too stupid to think on their own.

it WAS bush damn fault anyway. his director(mr. brown) was so damn busy stuffing his face he neglected to respond to all of the 9-11 calls. what a scud missile he became.
