OHP cracks down on New Years traffic violators
Troopers with the Oklahoma Highway Patrol launched their special holiday enforcement operation in Tulsa County at 7:00 PM on New Year's Eve through 3:00 AM New Year's Day.

That's more than a $1000 an hour in citations. Bet the bears were disappointed with the light revenue production.
No matter how they spell it out the Troopers live to issue citations and generate revenue. Any other reason for being out there is secondary.
Warnings issued when they are totally wrong for making a stop. It's a way to try to make the trooper feel justified in totally screwing-up, and try to make him/herself feel like some kind of good guy who protects and serves the public when they are anything but.
