Dogs have always been allowed to roam the streets of San Leon. There is no animal control for mutt dogs, there is no resale value for them. Dogs of value are picked up because they will bring in cash for the dog catcher. Mutt dogs cost money to be euthanized. Cats..whens the last time you saw a county truck full of cats? Funny, San Leon is also a bird sanctuary.
