If someone is a witness to a rape or a killing they need to come forward and that is what this law is stating. The problem in Richmond is people going into churches and shooting people and the victims don't even want to come forward. This law will force those who are at the scene to call the cops like the rape. People witnessing the rape was just aggravating these thugs to abuse her more. What this law states is that the witnesses need to come forward if you are at the seen. I was assaulted and raped and permanently disabled because of it this whole thing sickened me because I live in Richmond. I couldn't understand how 20 people watched it took pictures of it and not call the police. I don't know how these witnesses can live with themselves. This is very sick. I hope this law passes.

Twice in my life I have been a witness to a crime and asked to testify in court. It was more trouble than it was worth, multilple days off work to sit in a court house waiting for the hearing to be postponed or continued, and when it was all over in both instances, not even a thank you from the people who's property wasn't stolen because I and some neighbors intervened. From then on I made up my mind that I see nothing.
