Considering all of the reported cases brought to the attention of the Escondido Police Department, that are shelved with their own discretionary & lack of judgement to assume if it’s a case they “think” the District Attorney will just toss. In other words, reports made, are not investigated or processed with due diligence. Instead victims seeking justice or help, are advised by EPD to simply continue creating a “Paper Trail” Of reports. Additionally, intentionally lying to the victims that their report was turned in to the DA’d office, or warrants were issued for investigating the abuser. It isn’t. That number of pinwheels should be tripled if those missing reports or paper trails of continued reports were handled as the Victims Rights was to be true. So who is the system protecting, the children, the victims in the community Or the criminals that think it’s ok...they’ll never get caught with this effort behind their trail. Protect the sheep, hunt the wolf. Escondido is the only city in North County to shelve these reports. They say they are to busy...then maybe if the mayor would share the raise he gave himself and focus more on the actual criminals instead Of the undocumented....victims would have a better chance as survivors and less of a chance to Encounter continued trauma. With all due respect to your shedding of light on this matter, time invested and empathy towards victims, we are finally heard and not forgotten this day...We thank you. For not a day goes by that we do not forget. Warm heartedly, thank you for caring.

Those pinwheels should be placed in front of the police department.
