Of course. It would meet all needs at less cost..

This would end floods and water shortages, so yes.

Diverting rainfall to storage using federally-recommended "low impact development" and "best management practices" planning would cost much less than present planning for new land developments. The roof gutters, wide streets, curbs, storm drains, drainage ditches, concrete channels, levees, dams and water importation facilities that are needed to 'dispose' of rainfall cost new homebuyers and the general public at least $5,200 yearly to build and maintain.

We cannot put a price on the value of having pure water delivered to our homes by guiding our rainwater to storage in compliance with State statures. But it takes no special knowledge to recognize that this would be smarter than swimming and bathing in the slimy salty Colorado River water. It carries a heavy load of sewage effluent from millions of upstream homes plus fertilizer-heavy metals and complex pharmaceutic chemicals and many of these can pass through our skin to generate the wide variety of DNA damages now afflicying our population.

Once again we have an opportunity to select candidates who will
not allow themselves to be deceived or corrupted by the agency
managers hired by previous Supervisors and council membeers.

We can continue to meekly accept a loss exceeding $6,000 yearly
per home to pay for workers and facilities we do not need.
Or we can wake up to the obvious truth that public servants have
been fooling our politicians into throwning away 800+ billion gallons
of pure water yearly when the simple planning that would save it
would be provided and funded by the federal government.

All we voters have to do is get smart enough to elect politicians
smart and honest enough to demand compliance with CA Water
Code instructions to "guide all or nay stormwaters into soils of the
district to prevent loss, waste or contamination of these waters..."
