Does anyone know how to report dogs tied to houses on short chains with no water, bedding, food? Why do people feel the need to sentence animals to a life of suffering like this?? The fact that they can go to bed and sleep with an animal suffering like that outside is disturbing.

I don't understand why people get pets if they can't take care of them!! If they would start holding these people accountable with legal action, you would see a huge decline in this heartbreaking problem! I do not know who your dogcatcher is; but don't be too hard on him as most dogcatchers in places like salyersville really don't have much of a choice because of lack of funds and overpopulation of animals that are left to just breed& breed!! This is what should be done:
1. have leash laws
2. make rabies shots manditory
3. require pet owners to register dogs and cats
4. have lowcost or free spay & neutering.
5. make abuse & neglect a crime w/3 strike law. which would be implimented for breaking the rules that would start with warnings, fines, & ultimatly jail time and banning their rights to pet ownership. If they would do these very simple things that most states already have; they would also be able to qualify for funding from the spca that could be used to help in running a shelter that could also offer low cost vet care & help for people that do want to keep their pet and just need a little help while going through a "rough patch" with money or an illness especially people with senior aged pets.

It's a sad thing but nothing will ever be done about animal control/abuse in this county. Years ago I called the dog catcher because someone had dumped pitiful pups near my home. Unfortunately, I had no way of taking care of them. He said they would be taken to shelters in the surrounding counties but he may have shot them. I really don't know. If people were punished for inhumane treatment as they should be and fined properly, we could def have enough money for a shelter in this county. I see mistreatment DAILY! It's not fair and I have no idea how they lay down at night knowing an animal was left tied up out in the elements with no food or shelter. Once, I saw a horse tied to an electric pole with 4 or 5 ft rope. Had to see this everyday and finally couldn't take it anymore. I called animal control and all I know is that the horse was not there the next day. If more people with the right kind of political stroke could persuade the powers that be to enforce fining to the max, we could have a shelter for these displaced animals. If the $$$ would go towards that cause. Please someone, help make this happen! I know drugs are a HUGE issue here in Magoffin and the main issue, they're always gonna be and that's bad but true. Putting a lil focus on animal control/abuse is very much needed!

We're not populated enough to need to worry about registering our animals. The whole county only has like 12,000 people. Many people buy and sell animals at local stock yards, give puppies and kittens away as gifts, etc., and passing a law isn't going to change that. My parents have a dog that just came roaming out of the woods one day and never left, so they built a doghouse for him and have kept him ever since. There was never any registration or anything, and there's no way government officials would be able to keep track of animals like that. Making registration a legal requirement would just waste time and resources chasing down and prosecuting good people for not "registering" their animals. If anything needs to be done, it's enforcement of rules already in place. I keep my hound tied up when we're not running around in the woods together, but he always has food and water, and I keep straw in his house with a blanket over the door to make sure he is nice and toasty no matter how cold it gets outside. People who do not make reasonable accommodations can be prosecuted using existing laws and regulations without adding new ones to the books.

While I do think their stances on a lot of things are a bit extreme, like the fact that they are totally against hunting, you can always report animal cruelty to the ASPCA.

However before you do so, make absolutely certain that you know what's going on. In one of your posts you said, "The way I understand it", which means you don't actually "know" what's going on, and haven't witnessed it yourself. Make sure you know what's actually going on before you go starting trouble for somebody. After you've personally observed abuse or neglect taking place, you can go to this website to report it:

...are suited for staying 'in the house' and
'not all dogs' are suited for staying outside.
Many landlords would not permit dogs to stay
inside their rentals and would evict the renter
for trying to keep a dog (or other pets) inside
the house and even some don't allow the renter
to keep the animal on the premises. Often times
people who do have a dog has to keep it tied so
it won't get killed on the road, get on someone
else's property where it could actually attack
someone or another dog. There are several reasons
a dog must be contained and the idea of having
a dog 'tagged' would be to have a better way for
the owner to be identified if the dog does harm
someone else and makes it harder for the owner
to deny his responsibility should the owner try
to wriggle out of it!

there was a stray pit bull(be4 u start he was harmless)people tried to catch him but he was dumped with a small dog that HE protected and loved they were fed and watered daily by many ,many people but he wouldn't leave his buddy and u couldn't catch the lil one.so the closest neighbor called out the dog catcher he poured some feed out ,they were use to that the dog catch drives around the curve waits and blows his brains out leaving the lil one to fend for its self. they were homeless but they had a dry place to sleep and were fed and watered and happy and wasn't bothering anyone, how was that helping them, they said he use to put lil ones in with the big ones and let the strong survive "dog eat dog" style that came from his nieghbors.Sorry got pissed remembering that ,but i guess what i'm saying what u see isn't always awlays what it seems if u suspect something,Ask them about their dogs,if they need some help offer.people respond better to kindnes than with threats about "the law"Do onto others as you would have them do onto u,I personally go by the 3 F's >;-)

If you go up to Royalton and walk up the railroad right of way where the rails to trails is going to be located soon, you will see pathetic examples of dogs in horrible conditions.

There is another situation in Royalton on Rt. 7 in the bend as you leave Royalton. There are several rabbit hutch type boxes on legs near the road. Right side, Licking River side of the road. Little tiny dogs live there and are out in the heat and cold all year long. Low lifes that own them breed them and sell the puppies.

It all lays on the back of Doc Hardin and his funkie the dog warden. Doc could care less, he has made the whole county the laughing stock of the state. Everyone in the state who works rescue knows who Doc and Steve are. Doc, highfalutin MD, big boss man.

Steve just took two large dogs and a bunch of puppies to the shelter in Louisa last week. They were coated in mud and feces from living in those little cages for who knows how long. Emaciated, sick and pathetic.

Be proud of these cruel and ruthless examples of humanity, Magoffin!

Don't you think it is time that the people of Magoffin showed the rest of the state that these two people do not represent the people or dogs of Magoffin? Or...do they? Do they?

This is just a couple of examples, most know of dogs that are suffering everyday, horrible neglect freezing, starving. Or, do you choose to not think about it? Isn't it easy to just not look?
