Why in the world, would someone call another person, repeatedly, day after day, sometimes 18-20 times a day, from an unknown or unavailable number & say nothing at all??
What is the point?
Would you say the person calling is that desperate to hear the voice of the person they're calling but too scarred to speak?
I just don't get it.

you should report it to the police, they can subpoena the phone company and get the records to see who it is, and charge them for annoying or harassing phone calls.

It's been reported. They know who it is.
We were pretty sure we knew but now the police are aware also.
People think they can "hide" bedhind a blocked call but it's acually impossible to make a truely annonymous call. FYI

I don't answer blocked or unavailable calls. I have my local charities that I give to. Money is too tight to give everybody a handout. They eventually get the message. That do not call lists is a joke. I have signed up several times and jerks keep calling.

Simply have your phone company block all blocked calls, it is free and helps allot. Will not fix the "unavailable" however. Both CenturyLink and Verizon offers the "block" Also, do you have your number on the "Do not call" registry?
probably

Verizon also has a feature that will "unblock" the number for a small fee.
We've had problems with my wife's ex calling. With the Verizon feature we were easily able to prove where the calls were coming from.
Also, Verizon automatically notifies authorities if the "blocked" calls are numerous and could constitute harrassment. The anti-stalking laws are getting stricter & so are the phone companies.

Simply don't answer the call if the number isn't showing up. Soon they'll get tired and stop.

I just don't get it.
1. They don't get enough attention at home.
2. They want to cause serious trouble between marrieds.
3. There's already serious trouble between marrieds, and person
#3 wants a little personal recognition.
4. You're seriously being stalked.
5. You have an ex- that just can't let go.
6. Somebody is memorizing your personal patterns.
7. Some mute loves you desperately.
8. But most likely, it's telemarketing agencies. A machine dials
several numbers at one time to see when you're likely to be
home so a real person can try to sell you something. I've
heard that if you hit the # key rapidly several times, the
machine will give up.
