I think he can't because he was doing someone in City Hall got private memo and used it to his advantage. I hear the girl got fired for it... Director Barrett didn't care, he got want he wanted... well maybe a little more then he bargained for, I hear he got a series of shots for that though.
Not sure if it's "functioning properly" kinda like Director Barrett's mind, but then again an STD could do that, he should have taken another series of shots to be sure.
