Director Butler Proposes to Raid Channel Maintenance Fund

As predicted months ago by www.saltonseawest.com , the Salton Community Services District, and Director Robert Butler, has proposed "borrowing" $150,000 from the Channel Maintenance Funds to pay for running the Sewer Maintenance Department.

SCSD Director Barrett who warned people months ago about what the district was going to try to pull, has publicly denounced this action as morally apprehensible and more than likely illegal. The Channel Maintenance fee that shows up on the tax bills of property owners in the channels, is not a tax, fee, charge, or assessment, but is a contractual agreement between those property owners and the district, for the sole benefit of maintaining the channels appurtenant to those properties.
In effect, Director Barrett believes that the Channel Maintenance Fund is an escrow account, and as such cannot be encumbered without the express permission of all of the affected property owners. Director Barrett has stated that he will NEVER vote for such a repugnant concept.
