since the sixties has salton city ever been under water? how higi did shoreline reach ? did reach highway 86 or high school?

The sea level never reached much higher than what it is at right now. The problem between 1975 and 1985 is that the level rose high enough to flood and submerge properties that where built close to the shore.

There is however, a lot government officials and a district general manager that have had their heads covered with sand for many a years.
