Why does Barrett work so hard to get the money back to the developers? I wonder how much of a kick back he is getting? I just can't see some working that hard for no reason unless it is just to damage the district.

I suggest you ask the director directly instead of trying to start a rumor or even worse, trying to smear someone.
Not all of the fees paid are from developers. Some are from individuals that were just going to build one house. No matter who paid, the services they paid for didn't happen. They have a right to a refund.
I posted a few weeks ago about my experience with a different county. I paid a deposit for a pool permit and the county stopped issuing them because of drainage issues and water shortages. I didn't get a pool so they sent me back my deposit. I didn't even have to ask.

The results didn't happen because, after all of the contraversie, the fees had to be held for some three or more years before they could be used is my understanding.
Yes, you are correct that a lot of individuals were able to get money back for just a single home (as well they should have).
However, there is no legal obligation to the developers to refund that money they got back to pass it on to the person who simply bought a home.
This is most certainly a fee that should be refunded, but it is also infuriating that the people that should be getting it (the home owner) are not. The 'big' guys are getting it back (to the tune of 10 or 20+ thousand) and spending it in OTHER areas - not here. They certainly don't care at all about the local family that bought the home that they built! They have no interest in this area; and they could care less for the family that bought what they built, or maybe the problems they may be dealing with.
It's just frustrating to hear that the 'big guy' gets it back and the family that really should be getting it 'because of false promises of future fire departments and street lights' is sitting here with none of those services.

UPDATE:

At the July 21st, 2009 Board meeting, a resolution authored by Director James G. Barrett was passed by a 3 yes, 1 no, and 1 abstention vote tally.

This approved resolution takes $19,500 of district captured fire department funds and actually allocates them to be spent on the fire department...what a novel concept.

Director Robert "the robber" Butler voted against the resolution because he didn't want to spend the money on what it was actually assessed for.

Director Neal abstained from voting because he didn't want to be accused of voting no on it, yet he didn't want to spend the money the way it should be spent also.

Thanks to Director's Shirley Palmer and Dr. Jerry Medders, the SCSD Fire Department has an additional $19,500 to help them save our lives and our property. Thank you.

There is still over $40,000 of captured street light money that can be used to light our neighborhoods, but it will probably be even harder to get three Directors to pass a resolution on that.

Director Barrett has brought to the floor twice this type of resolution but not one of the other directors would even second the motion for discussion. Maybe three will be a charm.

You can rest assured that Director Barrett will vote yes on any such measure that will actually spend street light money on street lighting.
