Key words, "..not by commandment or constraint.."
It is okay for a LDS person to smoke and or drink. But God is saying that he recommends 'strongly' that you don't.
The church has evolved a policy that if you become a member of the church, not only will you seek to clean your mind of it's past impurities of thought through repentance, but (if it needs to be done) you will also clean your body of it's impurities like smoking and drinking and caffeine by quitting those things.
So the church has evolved policies that they believe please God concerning the flesh and the habits we subject to it which aren't good. So though smoking and drinking and caffeine products don't fall under a commandment not to do, if you wish to please God you would quit those things.
Polygamy is no longer practiced in the LDS church with head quarters in Utah. If you do partake in it you can be excommunicated. I have no idea if the practice will resume in the future.
So when prophet Thomas s monson is stressed he goes out for a drink and hang out at the bar? Lololol
