slippery brown substance covering ocean floor in Salisbury?

I spent two days at Salisbury beach over the 4th of July weekend. We were at Beach Access #7. At low tide, there was a very slippery, dense, brown substance covering the ocean floor. It was hard to stay upright when the waves crashed over you and there was not much sand to stand on. Everyone in the water was commenting on it. I've lived here all of my 41 years and have never seen this before. I've searched online for any info and can't find anything. Does anyone know what it is? If you dug it up, it seemed to just disintegrate in the water.... and please save your BP oil disaster comments, I'm looking for real info. thanks!
