What new rules? Overheard someone the other day saying their kid was up there and that they took them to the movies. How is that rehabilitating them? Course that momma was real happy her kid got to go see a movie.

Juvenile Director Sees No Violations At Salem

The director of juvenile services in West Virginia says he's modified the solitary confinement policy at the Industrial Home for Youth in Salem but Dale Humphreys says he doesn't plan on ending the lockdowns.

Several state lawmakers questioned Humphreys at the state capitol Monday about the operations at the home in response to two juveniles filing a petition recently at the state Supreme Court expressing concern about conditions there.

Humphreys says he's directed a "time specific" lockdown option be removed but the process itself will remain. He says state law doesn't allow lockdowns for punishment but does so for safety reasons.

"If they are out of control or to the point where they would not be safe then the law clearly states they could be locked down during that period of time," Humphreys said.

The juvenile director was also questioned about recreation time at Salem, strip searches, uniforms, restroom options and not allowing the juveniles to talk with each other at meal time. Humphreys says he believes most policies are proper.

"I feel very good about the way we operate our facility there," he said. "There may be some questions in some areas but I do not feel there are any major violations of any type."

The Division of Juvenile Services will have its official answer to the petition at the Supreme Court by next Monday, May 21.

its about time someone stands up to these juvenilles (although alot of them are 18-21)maybe if they wouldn't attack the guards (left one for dead recently-broke several bones in his face)or spit on them or threw piss or poop on them then just maybe they wouldn't be in lock down or maybe these people that want to baby these guys should come have them stay with them for a while. I know some of these kids have had a rough life but there comes a time in everyones life that they have to make choices todo good or be a punk. Some of these sympathy touch feely people need to get put themselves into the workers shoes for a day and yes I know they get paid to work there but no one deserves the abuse the guards take, its bull and its about time Humphreys takes up for his workers. One such "kid" got released from there and raped and killed an infant thats right an infant so hes right back up there so is it all right for him to expect a hug and a pat on the back and say oh u are forgiven--I should think not--its time someone says ENOUGH!

I was in Salem my self and if u were not there then how can u write such post on hear say bullshit ...yeah there are some residents who do things that are outrageous but the correction officers know there is a possibility of something bad happening to them before they take the job .....its a maximum security juvie prison ..the worst of Th e worst kids go there ....duhhhh .....the officers problem is they come up on our unit thinking they can harrass us and say and do whatever they please because they have that plastic badge ...it don't work like that PERIOD !!!!!! So when they have us going 72. Hrs without a shower and no socks and underwear no matress no phonecalls and no one to talk to that will listen and not laugh and throw their freedom in our face by eating fast food at our cells .....yeah something badvia bound to happen

From what I was told by a CO that works there the new superintendent is very friendly with the female inmates.. and yes he has changed so much crap, like taking them to the movies.. that is ridiculous...it is max security..which means these kids should be treated the same as any other maximum security prison..1 hour of rec and you spend the rest of your time in your room ...maybe they will stay out of "big boy prison". If it were my child in there I would want them to get the full prison experience..but these kids are living it up right now like theyre on vacation. Hopefully the new guy wont be running it for long..

The powers that be in Charleston have come up with another great idea. The murderers, rapists, drug dealers and child molestors no longer should be locked in a room no matter what they do. It amazes me that people who sit on their asses in offices and have absolutley no idea what kind of people that are being dealt with their make these kinds of decisions. Lets not treat these criminals like they are in jail or anything like that.

thats right its a maxium security place!!!! the inmates shouldn't be allowed to go to the pool or have movie night or anything else. The inmates KNOW there is a possibility that they are going to lose there freedom when they commit the crime!! so they need to quit whining and such it up--if they do the crime they do the time, its that simple--everyone wants to sit and complain about how the inmates are treated but NO ONE wants to deal with them. Any job has danger but those jobs should be paid accordingly. Its about time that all law enforcement get the respect and pay they deserve. just because am employee knows theres risk doesn't mean its ok for the dumb ass criminals to do it and yes thats what they are CRIMINALS! so keep your nose clean and your butt out of trouble and there will be no trouble. IF you weren't a criminal you wouldn't have to deal with it-duh!!! I'm sure that the citizens in the area appreciate the men and woman that wear that "plastic badge" to keep them safe from criminals like you.

If your going to do the crime you should have to do the time. It should not be fun, or friendly, or even comfortable. The criminals are there on the tax payers dime. And its alot of dimes. Why should the taxpayers have to pay for extra's for these delinquents. No movies, no pool, no x boxes or games. Give them a book to read. Maybe they will learn something productive. Why are we coddling criminals? Why do they have more rights than the kids who don't commit crimes? Why are we always looking down on the officers who are trying to keep society safe from these criminals and to keep them safe from each other. Without these officers these kids would kill each other. These officers risk their lives every day to ensure these ungrateful punks are safe.

I think its good that theres no more lock down because when there was lock down us "criminals" was locked down for hours and even days with no phone calls no one to talk to,nothing to sleep on exspect the cold floor with only a jumpsuit. And im not taking up for everyone at salem but some of you people have to understand that most of us that been or is at salem treat officers how they treat us and yes some of them do treat you pretty bad but i know one time i had to go 5 days with out anything to sleep on or a shower and i didnt even come out of my room for 5 days. So before you start taking up for someone please know your facts.

And I am sure that you were not out of your room for 5 days because you were a model citizen. You poor pitiful criminal. So what did you do to get in there. Murder, rape, breaking and entering. I am sure it was pretty bad. Kids don't get sent there for a status offense. And the Judges all feel sorry for you little delinquents and feel that you can be saved. They give way too many chances and Salem is a last resort. It SHOULD be horrible and maybe you would have a chance of staying out of big boy prison.

I absolutley one hundred percent hated that place with a passion. Though i did come out a better and stronger person. It was by having to deal with people who took advatage of having a little power over us and fed off of that bullshit. It disgusted me, i wasnt that bad at salem. EVERYBODY has there ups and downs. Including officers. Were all human and bleed the same regaurdless of which uniform we are wearing. I mean i tried harder than i had ever tried for anything in my life. I never had much a mother or a father.And i was lost i did alot of things to fit in and thats what got me my charges. Im not a saint by no means, We were there because we commited crimes yes. But two wrongs do not make a right. The justice system is a bunch of bullshit. And i can count by hand maybe two or three officers who were descent. But Some of them officers wrote you up when they seen that u were tryin justt because they were having a bad day or what ever. maybe they were picked on in school i d k what there problem was. But the transformation i made was reading books. I faught for simple math books to further my education. I even wrote that fag marendino.. and my request was denied??? Why? When a person wants to do right they still found a way to fuck you over. That is by far the lowest thing someone can do to a person. Juvenile facilitys should want better for the inmate. That is the courts purpose of placing one there. That place full of ignorant ass holes. Ive seen not alow ppl to have showers simply because they didnt like the way that person answered them. Not because they violated ANY rules.. simply because that officer had a little power soo thats what happens./ive seen guards with hold ones meal. And to do something like that you would think a person would have really put somebody in danger.. but nah if we talked to people threw our vents they would do it. Just because there dicks, They put matts over out windows so we couldnt even see out of our rooms, Fuck that. Jail is simple compared to salem. They put you in a pod and dont fuck with u unless you fuck with them or somebody on the pod. Not fuckin salem. Its a bunch of shit.

My daughter was just released from there, and so far I have seen a big change in her. It wasn't a walk in the park like some think it is. She was harrassed by the other girls. But when she decided to ignore them and not let them get to her everything was fine. I think before you sit and judge the place maybe you should go visit there.

Anon, glad to hear that shes made a change, hope she continues to do well and to the other formal inmates posting on here, I think the officers should be allowed to carry mace, sticks and maybe even guns then maybe they can to away with lock down but they shouldn't otherwise. There are way too many repeat offenders. If you don't like it there then stay out of trouble its that simple, don't care if you had a hard childhood, I myself had a shitty one but I haven't ever been in trouble with the law because back when I was a kid they would just beat your ass and sent you on your way. You have a choice feel sorry for yourself and be a criminal or rise above it and make a difference in your life and others.
