I think because it was still on the rate base....the utility still made money by tearing it down. It was on the rate payer's nickel.
It just was the responsible thing to do...prepare the site for the next life.
It is depressing for the area and neighbors looking at the dead carcass of a nuclear power plant for the next 60 years.

I did some work there yrs ago and I cant remember it having any significant problems.

The dismantling...it went good, but not perfectly, but clearly acceptable. It was a tiny plant.
As far as what caused the shutdown...vessel embrittlement and it being unsafe.
