What constitutes Slander?

In a Society where we have free speech I have never been quite sure of what constitutes slander? If we complain about law enforcement or our States attorneys is this slander? I am curious. Shoulds we always say it is my contention or my opinion before we say anything?

Things said about any public official "true or false" are not able to be used in a slander or libel suit. However consider this: If you tick off the States Atty or the Sheriff or anyone in high power it can set you up for a bogus charge which could land one in jail. Not saying it is right just saying they do not play fair and in the end they usually win. Way to do it is get someone to run against them and vote the incumbents out of office.
