The railroad companies still own the right of way ans will not sell as it costs them nothing to maintain. In the future, it may be used for utilities transmission or some other function, at wihich point the government will have still have to pay to lease the use from the railroad, providing a perpetual revenue stream. Its a brilliant strategery.
