The State of NJ controls Liquor Licenses throughout the State and is the final word on licenses, rules and regs of these permits.
It is perfectly logical that restaurants making large Xanadu investments in leases be given practical solutions to obtaining required licensing. The alternative would be to subject every possible restaurant vendor, doing business on state property, to be held captive to local licensees that want to force them to purchase their permits at outrageous prices.
