Really just a matter of semantics. Based on his bold bragging, he's been abysmal. No jobs at all. A joke. In reality, it doesn't matter - one buffoon is no worse than the others. Bostic, Pavey...tomato, tomotto.

How's Pavey done after his first year?
For starters, the town still looks like crap, most of the locals still shop out of town, and most of the locals are still trying to survive on food stamps, Section 8 housing, unemployment, or one of those grunt minimum wage jobs.
In other words, same old crappy little town, just a different day.

There's no hope for any mayor. Rushville is surrounded by farm and will always be the same. They don't want it to grow. It's a town that most don't even know exist statewide. I'm sure most people in the state couldn't point it out on a map.
I'm sure it was hopping in the 60s and 70s though. It simply can't survive outside of farming and government jobs. Sure there will be the usual handful of minimum wage restaurants, that's about it.

The simple answer is this.

The democrats will say he is doing a horrible job because the streets are not flowing with milk and honey.

The republicans will say he is doing a good job considering the hole he had to dig the city out of.

The true answer is somewhere in between. The real benchmark will be in two years. After three years, we should see some real, solid changes. We should also see who the dems have put up against him. If it is another also ran stiff then he is doing well. If it is real competition, then he is not doing well.

He doing a good job. He is bringing change slower than expected while be very stable.

I will project thay before next city election Rushville will have some new jobs while some old one will close.

I don't think that Goins would have done as well

Prediction:
In two years, downtown Rushville will look just as crappy with empty storefronts and with what few businesses remaining will continue to struggle just like they are now.
For several blocks north of the 4th street railroad tracks, the houses will continue to look like they're falling in.

In other words, Rushville will remain a junky little town in two years. And then the next low-life will get his opportunity to play mayor.
Rushville's future does not look good. But it hasn't been good going on decades now.

Well its been over a year and the cleaning and concrete lions did not bring any new jobs or retail here.So what is the next gimmick that will be used to fool the people.Which crops are going to be planted this spring in the industrial park,beans,corn or they just going to let the weeds grow ?

You can just see Pavey & McCane using city money to run ads on those billboards as you enter into Rushville on US 52, SR3, and SR44, with pictures of McCane & Pavey portraying themselves as the dynamic duo/saviors of Rushville.
McCane & Pavey are more like the Boy Blunders.

While Tipton grows, Rushville continues to waste away.

What that Pavey and McCane should do immediately is get in-contact with RCHS graduate and former Tipton mayor, David Berkemeier, to learn how to be an effective mayor and to learn how to be an effective business recruiter.

So far we've got a couple of losers in McCane & Pavey.
